In all cases, gullible people were called by scammers and told that they should take part in a police operation to catch criminals who are in the military registration and enlistment office.

The scammers posed as police and FSB officers. They claimed that the accounts of the victims were used by the criminals who had settled in the building of the military registration and enlistment office.
To smoke criminals out of the building, it was required to throw a Molotov cocktail there.
The victims of the scammers were women and pensioners. Arson was committed in Moscow, St. Petersburg, Kaluga, Ulan-Ude and other Russian cities.
