Representatives of the RVС said on their Telegram channel that they would later release a refutation of the rumors spread by the Russian media.
Mikhail Podolyak, adviser to the office of the President of Ukraine Zelensky, said that the events in the Bryansk region are a deliberate provocation by Russia:
The story about the sabotage group of Ukraine in the Russian Federation is a classic deliberate provocation. The Russian Federation wants to scare its people in order to justify the attack on another country and the increase in poverty after a year of war. The partisan movement in Russia is becoming stronger and more aggressive. Fear your partisans.
These events caused panic in the Kremlin, Putin interrupted the planned meeting and urgently convened the Security Council.

The Supreme Commander understands what is at stake if he convenes an emergency meeting of the Security Council.
Later, Putin’s press secretary Dmitry Peskov denied this information:
No, there were no such plans. The president has an operational meeting with members of the Security Council on his schedule for tomorrow.
