After the Ukrainian MLRS launched a missile strike on Russian drilling rigs in the Black Sea, the Russian side made a number of statements about possible strikes on “decision-making centers”:

After that, active shelling of Ukrainian territory with cruise missiles began. Kiev, Sumy, Kharkiv, Chernihiv and Zhytomyr regions of Ukraine were subjected to shelling.
There is no doubt that this is revenge for the strike by Ukrainian troops on the towers of Chornomorskneftegaz.
The Russian side did not comment on what the residential building in Kiev has to do with the “decision-making centers”.
As a result of the shelling, several people were injured, including a 6-year-old girl and one person was killed.
